Thanks to a partnership of public and non-profit organizations, a precious jewel of California's coast is being restored to its natural habitat. This week, a major clean-up project on Santa Cruz Island is being completed, accelerating an ambitious restoration project led by The Nature Conservancy and supported by the National Park Service and the California Integrated Waste Management Board.

We're here today on the historic Irvine Ranch in southern Orange County to celebrate Earth Day. What the Irvine Ranch Company has done here on this 50,000 acre reserve, to preserve this very, very valuable landscape, the diversity of this landscape and the Mediterranean climate that we enjoy here in California, is the epitome of Earth Day. It's an historic day.

Today is an historic day for the global fight against climate change. On Earth Day, in one of the fastest growing economies in the world, I had the honor to sign a climate agreement with the United Nations Develoment Programme. As part of the UNDP's ongoing work with the Chinese government, California has been asked to provide a climate program model to Chinese provincial governments.

On this eve of Earth Day, I'm honored to be here in China to support its efforts to address climate change. Today we toured a clean development mechanism (CDM) project in Tangshan, north of Beijing. The CDM is an arrangement under the Kyoto Protocol allowing industrialized countries with a greenhouse gas reduction commitment to invest in projects that reduce emissions in developing countries.

California is currently in the process of drafting the regulations for our low carbon fuel standard. I was greatly encouraged by today's discussion of low carbon policies that are being considered here in China. As one of the world's largest fuel users, expected to surpass the U.S. by 2010, it's imperative that the global community take aggressive action to generate new, cleaner transportation fuels - reducing our dependence on oil, diversifying our fuel options and creating a new market for low carbon fuels.

I'm thrilled to co-host the 2nd Annual Low Carbon Fuels Conference to discuss the development of a low carbon fuels standard here in China - fashioned after Governor Schwarzenegger's low carbon fuel standard. Today we met with two of China's non-government organizations: The Regulatory Assistance Project and The Energy Foundation. Both are supporting China's efforts to improve environmental protection and develop cleaner energy policies.

We're here today to dedicate and launch a new initiative to put 2 megawatts of solar cell power on an unused roof in San Bernardino County as part of the Governor's leadership on environmental initiatives. A growing number of auto manufacturers recommend we change our motor oil every 5,000 miles or more. A California Integrated Waste Management Board study found that nearly 75 percent of drivers change their oil more frequently than their manufacturer recommends. So instead of following the 3,000 Mile Myth, check your owner's manual to be sure. The 3,000 Mile Myth is not good for the environment, resource conservation or our pocketbooks.

Today the Governor is in Los Angeles visiting Solar Integrated Technologies. Billions of dollars are flowing into the clean tech sector as investors see tremendous potential as products, responding to demand around the world for clean tech's products rises. These industries create great jobs for Californians and they're part of a great export-driven potential for California's economy.

It has been a tremendous week here in Indonesia - full of learning and important relationship building. As a special honor I was given the opportunity to represent Governor Schwarzenegger at the final United Nations plenary session. The audience was close to 10,000 people and they interrupted my speech numerous times to cheer for the work that California, as well as other states in America, are doing.

Al Gore, who flew directly to the UN Conference on Global Climate Change from Oslo where he received the Nobel Peace Prize, gave a rousing speech singling out California for special mention as a leader. Biofuels for transportation are receiving substantial attention here at the UN talks as one potential solution to global climate change. California is considered a leader in the policies and protocols that recognize the full lifecycle impacts of biofuel production with the Governor's Low Carbon Fuel Standard (LCFS), which was presented to an international audience at the conference.

In 2006, Governor Schwarzenegger supported and California voters approved Proposition 1D, making $100 million available for adding green elements to new school building plans. About 25 schools that meet the comprehensive green building standards of the Collaborative for High Performance Schools have been built in California. More than 100 are in design or construction phases now. Not only do these schools improve the health of our children and their learning environments, but these schools also save money, saving an average of $100,000 per year in energy costs

Four years ago, Governor Schwarzenegger challenged us to demonstrate leadership in energy efficiency and environmental responsibility in state buildings when he signed his ambitious Green Building Executive Order. The new DGS Central Plant will do just that and help reduce the impact state facilities have on climate change.

In California, transportation fuels and greenhouse gas emissions account for 41 percent of the total emissions. To address this, the Governor signed the Low Carbon Fuel Standard in January of this year. All of the Alternative Fuel cars here at the L.A. Auto Show will help consumers lower their greenhouse gas emissions and transportation fuels.

California is moving to require the auto industry to sell us cars that will be about 18 percent more efficient, and by 2020 the whole fleet in California is going to have to be about 30 percent cleaner than it is today. California has to have these cleaner cars, and we need the U.S. EPA to give us the waiver.

Today the Governor signed AB 1109, which will ensure that California stays at the forefront of energy efficiency as well as the forefront of green chemistry.

California's Employment Training Panel is helping in the fight against climate change by awarding job training funds to environmentally friendly businesses. It is funded by a tax paid by CA employers, and helps businesses and workers maintain competitive edge by partially offsetting the costs of job training. Since 1983, the panel has awarded over $1 billion to train over 665,000 workers.

We are very excited that the Western Climate Initiative today has announced today a common goal to dramatically reduce greenhouse gas emissions. The goal is to reduce greenhouse gases by 15 percent below 2005 levels by 2020, which reflects the cumulative total of individual reduction goals for each state and province.

The Governor is in Florida today joining Governor Crist's environmental leadership conference. One of the most important things for California is that Florida is adopting our motor vehicle standards and this sends a very clear message to the federal government to grant a waiver so we may implement our regulations and address the issue of global warming.

The Governor feels very strongly that the state should lead by example and that's why every state vehicle that we buy has to meet ultra-low emission standards. We are in the process of planning the installation of 30 to 40 alternative fueling stations and we are providing a major incentive to oil companies to provide alternative fuels through the Governor's Low Carbon Fuel Standard.

As of July 1st, there is a new law that will make it even easier for California to do the right thing by recycling plastic grocery bags. New requirements are now placed on grocery stores and pharmaceuticals to provide recycle bins for the estimated 19 billion plastic retail carryout bags we use annually.
