Governor Schwarzenegger Discusses Importance of Emergency Response Initiative to California in Weekly Radio Address

Governor Schwarzenegger:
Hi, this is Governor Arnold Schwarzenegger with another California Report.
Today I want to talk to you about our fires and the challenges that we face protecting California from natural disasters.
We no longer have a fire season that starts in the summer and runs through the fall.
Because of the extreme dry conditions, we are now seeing fires as early as February and they last all year.
Two weeks ago, thousands of lightning strikes sparked fires up and down the state and we were suddenly battling more than 1400 fires at once.
All of California seemed to be covered by smoke.
Even though we have tremendous coordination between federal, state and local firefighters, as well as the Red Cross and law enforcement and the best firefighters in the world, the strain on our resources was unprecedented.
We are prepared to fight 20, 25 or 30 fires at once, yes, but not 1,400.
That is overwhelming and that's why we need additional resources.
Therefore, I have included an Emergency Response Initiative in my budget that will give our firefighters and other first responders the tools that they need.
I have gone to many of these fires and the first thing that I hear from the Chiefs and the fire experts is: Governor, we need more resources.
We are fighting hard but we must have help.
My plan will assess most residential property owners no more than $1 a month.
That will allow us to add firefighters, buy 131 additional fire trucks, 11 new helicopters and cutting-edge GPS technology for a more immediate and rapid response.
Because we know that the first few hours of a disaster are absolutely crucial and the quicker we respond, the less damage we will have both to people and property.
Last year's October firestorms cost taxpayers hundreds of millions of dollars.
They also caused more than $1 billion in property damage, which could be passed on to all property owners through higher premiums.
So you can see how a few dollars spent on prevention and readiness now can save lives, property and a lot of money down the line.
Whether it is earthquakes, floods, mudslides or fires, our Emergency Response Initiative will keep us all safer and better prepared.
So I hope that everyone will call their legislators and tell them that when they approve our budget, it must include our Emergency Response Initiative.
