Sheldon Gilbert:
Hi, this is Alameda County Fire Chief Sheldon Gilbert,
filling in for Governor Arnold Schwarzenegger with another California Report.
As president of the California Fire Chiefs' Association, I
could not be prouder of the thousands of brave men and women battling wildfires
up and down the state.
As the Governor has said, California has the best firefighters and
first responders in the world.
CAL FIRE and Forest Service personnel work side-by-side with
firefighters from nearly every local fire department in the state. In addition, crews from 40 other states and
the National Guard are also part of the effort.
And yet, even with all of this, we are still struggling to
keep up.
Some firefighters have been on the lines for more than a
month. 24 and 48 hour shifts are common.
The fact is we need more people. We need more equipment. We need more air power. And it's only July.
The weather is only going to get hotter and drier. It's burning in July like it's October.
Through the smoke from the fires of 2008, one thing is
crystal clear, the fire season in California
is 12 months long. And there is no such thing
as a "safe zone."
Even as the fire threat grows, California is still vulnerable to all types
of other major disasters, from earthquakes, to floods, to mudslides.
We can't stand still anymore. We need additional resources to combat the
ever-widening threat our state now faces.
That is why I support what the Governor is working to
accomplish with his Emergency Response Initiative.
Through a modest assessment on commercial and residential
property insurance we can expand our response with more engines, more aircraft
and more people on the front lines. With
more resources and the latest in GPS technology, we can react immediately, with
greater force.
That kind of strong initial attack is absolutely critical to
keeping a 10 acre fire from growing to 1,000 acres, or 10,000.
It's only fair that we take a statewide approach because
when a major disaster strikes, the whole state feels it.
Right now in Alameda
County we have no major
fires. But, our county has deployed as
many as 27 engines, fighting fires from Bakersfield
to Butte County. Don't forget, Alameda County
is in the heart of earthquake country. At
any moment, we could be facing disaster and looking for help.
The average cost of the Governor's proposal is less than a
dollar a month for most homeowners.
That's a small price to pay if we can provide more security, better fire
protection and truly meaningful prevention.
I am pleased that this week the legislative budget committee
moved the governor's proposal forward, which keeps these issues front and
center.
Along with the state's Blue Ribbon Fire Task Force, I will
continue working to ensure the expanded statewide protection at the heart of
the Emergency Response Initiative is part of the final budget package.
By everyone contributing a little up front, over the long
haul, we will all win. And we'll have
what we need as first responders to make our state a better, safer place to
live.

Como
Presidente de la Asociación de Jefes de Bomberos de California, no podría estar
más orgulloso de los miles de hombres y mujeres valientes que están luchando
contra los incendios arrasadores por todo el estado.
Como ha
dicho el Gobernador, California tiene los mejores bomberos e individuos que son
los primeros al responder a una emergencia, en el mundo.
CAL FIRE y
el personal del Servicio Forestal están trabajando juntos con bomberos de casi
todo departamento local del estado.
Además,
equipos de bomberos de 40 otros estados y la Guardia Nacional también forman
parte de los esfuerzos.
Aun así,
con todo esto, seguimos teniendo dificultad manteniéndolos. Algunos bomberos
han estado luchando por más de un mes.
Turnos de
24 y 48 horas son comunes.
La realidad
es que necesitamos más gente. Necesitamos más equipo. Necesitamos más poder
aéreo. Y apenas estamos en julio.
El clima
solo se va poner más caliente y más seco. Está quemando en julio como si fuera
octubre.
Entre el
humo de los incendios del 2008, una cosa queda muy clara, la temporada de
incendios en California dura 12 meses. Y no hay tal cosa como una "zona
segura."
Aún cuando
la amenaza de incendios continua creciendo, California todavía esta vulnerable
a todo tipos de desastres, de terremotos, a inundaciones, a derrumbes de lodo.
Ya no
podemos quedarnos quietos. Necesitamos recursos adicionales para combatir la
amenaza que ahora sigue creciendo en nuestro estado.
Es por eso
que apoyo lo que el gobernador está trabajando en lograr con su Iniciativa de
Respuesta de Emergencia.
Por medio
de una evaluación modesta del seguro de las propiedades residenciales y
comerciales, podemos expandir nuestra respuesta con más camiones de bomberos,
más aviones y más gente en las líneas de frente. Con más recursos y la
tecnología de GPS más avanzada, podemos reaccionar de inmediato, y con mayor
fuerza.
Este tipo
de fuerte ataque inicial es absolutamente clave para prevenir que un incendio
de 10 hectáreas crezca a 1,000 hectáreas, o 10,000.
Solo es
justo que tomemos un enfoque estatal, por que cuando un gran desastre ocurre,
todo el estado lo siente.
En estos
momentos en el condado de Alameda, no tenemos ningún incendio serio. Pero
nuestro condado ha desplegado hasta 27 camiones de bomberos, combatiendo
incendios desde Bakersfield hasta el condado de Butte. No olvide, el condado de
Alameda esta en el corazón del territorio de terremoto. En cualquier momento,
podríamos estar enfrentando un desastre y estar en busca de ayuda.
El costo
promedio de la propuesta del gobernador es menos de un dólar por mes para la
mayoría de los propietarios.Eso es un precio pequeño para pagar, si esto puede
proveer más seguridad...mejor protección en contra de los incendios, y prevención
realmente significativa.
Me alegro
que esta semana el comité legislativo del presupuesto, avanzó la propuesta del
gobernador, la cual mantiene estos asuntos al frente y en el centro de todo.
Junto con
el Blue Ribbon Fire Task Force del estado, continuaré trabajando para asegurar
que la protección expandida a nivel estatal, que es el centro de la
Iniciativa de Respuesta de Emergencia, sea parte del paquete final del
presupuesto.
Si todos
contribuyen un poco por adelantado, a largo plazo, todos ganaremos. Y como
somos los primeros al responder a una emergencia, tendremos lo necesario para
asegurar que nuestro estado sea un lugar mejor y más seguro para vivir.
