Hello
this is Senator Dianne Feinstein.
I'd
like to take a few minutes to speak to you about a very serious problem, for
this week's California Report.
California is facing an unprecedented water crisis and Governor
Schwarzenegger and I have been working together for several months to avert
what will surely be a disaster for our people.
And
we're trying to find a solution and I believe we have one.
The
issue is water, our need for it and the declining supply.
Remember,
California
today essentially has 37 and a half million people and we have the same
infrastructure for water that we had when we were 16 million people.
Some
experts say we're 5 million acre feet of water a year short of our needs. And that's a lot of water.
Now
we're at this point because decades of indecision and infighting have led to a
lack of political action and solutions.
So our
water infrastructure is woefully out of date.
The
fight has always focused on our differences - North vs. South, farms vs. fish,
Republicans vs. Democrats.
Governor
Schwarzenegger and I are working to change all that.
We're
trying to bring both political parties together for a real solution.
Now
he's a Republican and I'm a Democrat, but we both believe that California needs every
single drop of water possible to ensure a health future for our state.
So
earlier this month, the two of us together offered the California legislature a compromise to break
the long-standing stalemate over water.
Our
proposed $9.3 billion bond package takes a balanced and comprehensive approach
that will protect our environment while increasing water supply and using
conservation for our cities, businesses and farms.
It's
balanced, because we care about our environment and clean, reliable water.
And it's comprehensive, because we need every tool available to maximize our water.
There
is no silver bullet.
Our
rainfall comes in seasonal bursts between long dry spells. The Sierra Nevada snowpack is down and we're
losing more water from the Colorado
River Basin drought.

million Californians get their water from the environmentally sensitive Sacramento-San
Joaquin River Delta - our prized Delta.
But
the pumping of water to other areas has been cut by court-ordered restrictions.
And
global warming is drying up our mountain snowpack, threatening another key
source of water.
Our
proposal includes money for Delta sustainability so we can safeguard this
fragile ecosystem and the water it provides.
It
funds watershed and habitat restoration, conservation and recycling and it
devotes money to specific regions throughout the state for projects like desalination
and groundwater cleanup and recharge.
This
bond will help us build the surface and groundwater storage necessary to ensure
that we've got the ability to save more water from the wet years for use in the
dry years - and that we also have enough water for our environment and our
growing population.
New
reservoirs would capture excess runoff in the winter and help us restore the
deteriorating Delta ecosystem.
So I'd
like to ask all of you: Please tell your representatives in the State
Legislature that continuing to do nothing is simply unacceptable.
Tell
them that you support this package.
Water
is simply too precious to ignore. And we can't afford to back down out of
political fear or partisan bickering.
California needs this proposal on the November ballot so that you can
vote for it and we can begin to prepare for our future right now.
And so
both political parties must come together and meet this challenge, head
on.

Para el
