Governor Schwarzenegger Discusses State Budget Impasse in Weekly Radio Address

Governor Schwarzenegger:
Hi, this is Governor Arnold Schwarzenegger with another California Report.
Late budgets are nothing new to Sacramento. It's been 22 years since the legislature
last passed a budget by its constitutional deadline of June 15.
And today, legislators set a new record for a late budget that is now more than
2 ½ months overdue.
The problem this year is we have a $15 billion deficit and legislators can't agree how to close it.
Some want to do it mostly with spending cuts and irresponsible borrowing.
Others want to have a $10 billion tax increase and I'm talking about a permanent tax increase.
I don't think either plan works and that's why I have proposed a compromise, a proposal that comes down right in the middle.
It includes a temporary tax increase, cuts and most important of all, real budget reform and a rainy day fund so we don't face this crisis every time the nation's economy stalls.
In the meantime, people are hurting and everyday without a budget brings more pain.
More than 400 hospitals up and down the state are not getting paid.
Some rural hospitals are on the verge of shutting their doors completely.
Nursing homes and day care centers can't survive much longer without a state budget.
Schools don't know how much state funding they will get but one thing they know for sure, no budget could mean billions of dollars less for education.
And businesses that have contracts with the state aren't getting paid and are struggling
to make their next payroll.
This madness has gone on far too long.
Republicans and Democrats must step out from their ideological corners and meet in the middle.
That is why I put my compromise on the table and it's time for the legislature to pass it.
After all, the Democrats have brought their proposals up for a vote and they failed.
Republicans are working right now to fine-tune their plan but their proposal just continues the Sacramento tradition of borrowing and kicking the can down the alley. As I have said before that tradition must end this year.
Neither the Democrats' budget nor the Republicans' have the necessary votes and both sides know it.
So again, I say to the legislators, pass my budget compromise.
And I say to you, the great people of California - I need your help.
For too long our budget problems have been a massive weight, holding us down, keeping us from climbing toward that brighter future.
This year, we must finally do the heavy lifting and throw that weight off our backs.
But I can't do it alone. I need you to call and write the legislators.
Tell them to put aside the partisan rancor, meet in the middle, get this budget done and fix the broken system, once and for all.

Hola, soy el Gobernador Arnold Schwarzenegger con otro informe de California.
Los atrasos del presupuesto no son nada nuevo en Sacramento. Han pasado 22 años desde que la Legislatura aprobó un presupuesto para el 15 de junio, el día limite constitucional.
Y ahora, los legisladores han establecido un nuevo record para aprobar un presupuesto, que lleva dos meses y medio de atraso.
El problema este año es un déficit de $15 mil millones y los legisladores no se ponen de acuerdo en como cerrarlo.
Algunos quieren solucionar la situación con más recortes de gastos y prestamos irresponsables.
Otros quieren tener un aumento de impuestos de $10 mil millones, y estoy hablando sobre un aumento permanente en impuestos.
No creo que ninguna de estas propuestas funcione, por eso he propuesto un compromiso, una propuesta a medias.
Incluye aumentos temporarios al impuesto de ventas, recortes, y lo más importante, una reforma real al sistema presupuestario y un fondo de reserva para evitar este tipo de crisis cada vez que nuestra economía no prospere.
Mientras tanto, la gente sufre y seguirán sufriendo más cada día sin un presupuesto.
Más de 400 hospitales por todo el estado no están recibiendo pagos.
Algunos hospitales están al punto de cerrar sus puertas completamente.
Casas de reposos y guarderías no pueden sobrevivir más sin un presupuesto estatal.
Las escuelas no tienen idea de cuantos fondos estatales recibirán, pero lo que sí saben por seguro es que la falta de un presupuesto podría significar una reducción de billones de dólares para la educación.
Y las empresas que tienen contratos con el estado no están recibiendo pagos y están luchando para pagar sus nóminas.
Esta locura ha continuado demasiado tiempo.
Los Republicanos y Demócratas deben de salir fuera de sus esquinas ideológicas y llegar a un compromiso. Por eso propuse un compromiso y es hora que la Legislatura lo apruebe.
Después de todo, los Demócratas han presentado su propuesta para un voto, sin éxito.
Los Republicanos están trabajando ahora mismo en afinar su plan, pero su propuesta solo continua la tradición en Sacramento de hacer préstamos, continuando el problema años tras año.
Como he dicho antes, esta tradición deber de terminar.
Ni el presupuesto Demócrata, ni el de los Republicanos, tienen los votos necesarios y ambos partidos lo saben.
Nuevamente, les pido a los legisladores que aprueben mi compromiso presupuestal.
Y también les pido a ustedes, al gran pueblo de California - Demen su apoyo.
Por mucho tiempo, los problemas presupuestales han sido un gran peso que nos ha prevenido llegar a un futuro más prospero.
Este año, finalmente, debemos de levantar y deshacernos de este gran peso.
Pero no lo puedo hacer solo.
Necesito que ustedes llamen o le escriban a sus legisladores.
Díganle que pongan a un lado su rencor, lleguen a un compromiso, completen el presupuesto y de una vez por todas mejoren el deteriorado sistema presupuestario.
