The cornerstone of an advanced and robust economy is business integrity and consumer trust. The free flow of goods and services is a positive force in society when all parties conduct honest transactions.
More than 2.3 million Californians in more than 230 different professions are licensed to conduct business in California. The California Department of Consumer Affairs, local consumer agencies and consumer protection organizations work to protect the interests of California consumers and promote a healthy marketplace for business owners. Equipped with the latest information, consumers can avoid fraudulent commerce and make prudent choices in the marketplace.
During this sixth annual National Consumer Protection Week, we encourage and support a positive relationship between consumers and businesses.
NOW, THEREFORE, I, ARNOLD SCHWARZENEGGER, Governor of the State of California, do hereby proclaim February 1-7, 2004, as “California Consumer Protection Week.”

IN WITNESS WHEREOF I have hereunto set my hand and caused the Great Seal of the State of California to be affixed this the twenty-eighth day of January 2004.
/s/ Arnold Schwarzenegger
Governor of California
