WHEREAS under Section 1110 of the Social Security Act and Title VIII of the American Recovery and Reinvestment Act (ARRA) of 2009, the U.S. Department of Health and Human Services has established the Strengthening Communities Fund (SCF); and
WHEREAS the SCF includes the State, Local, and Tribal Government Capacity Building Program, whose purpose is to build the capacity of government offices that provide outreach to faith-based and community-based organizations, and to assist nonprofit organizations in addressing the broad economic recovery issues present in their own communities; and
WHEREAS all SCF State, Local, and Tribal Government Capacity Building Program applicants must be authorized by a statute, resolution or executive order of their respective state, city, county or Indian/Native American Tribal government to apply for a grant; and
WHEREAS a state, city, county or Indian/Native American Tribal government may designate only one authorized entity to apply for the program; and
WHEREAS CaliforniaVolunteers is a state government agency in a unique position to leverage ARRA funding and to develop public-private partnerships; and
WHEREAS CaliforniaVolunteers is the lead agency for the California Green Jobs Corps, an ARRA-supported pilot program to stimulate the state economy while training Californians for skilled jobs in environmentally friendly industries; and
WHEREAS CaliforniaVolunteers is California’s “State Commission” for purposes of the National and Community Service Trust Act (42 U.S.C. § 12501 et seq.) and its implementing rules and regulations; and
WHEREAS CaliforniaVolunteers has played a pivotal role in supporting more than 81,000 men and women who have served at public and private nonprofit organizations, and who have committed a year of service to California communities through AmeriCorps; and
WHEREAS CaliforniaVolunteers has collaborated with private foundations, nonprofit organizations and faith-based organizations to increase investment and participation in volunteering and service that meets local needs; and

WHEREAS CaliforniaVolunteers regularly works with community and faith-based organizations in its role as the lead agency under the California Emergency Services Act (Gov. Code § 8550 et seq.) for the coordination of monetary and in-kind donations during times of disaster.

NOW THEREFORE, I, ARNOLD SCHWARZENEGGER, Governor of the State of California, by virtue of the power and authority vested in me by the Constitution and laws of the State of California, do hereby issue this Executive Order to become effective immediately:

IT IS ORDERED THAT CaliforniaVolunteers is designated as California’s authorized entity for purposes of the SCF State, Local, and Tribal Government Capacity Building Program.


This Order is not intended to create, and does not create, any rights or benefits, whether substantive or procedural, enforceable at law or in equity, against the State of California or its agencies, departments, entities, officers, employees, or any other person.


I FURTHER ORDER that, as soon as hereafter possible, this Order be filed in the Office of the Secretary of State and that widespread publicity and notice by given to this Order.
