Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Dalinda Harman, 48, of Sacramento, has been appointed chief of the contract beds unit at the California Department of Corrections and Rehabiliation (CDCR). Harman has served as chief community correctional facilities administrator at CDCR since 2009 and as chief of the women and children’s service unit from 2007 to 2009. She served in multiple positions at Valley State Prison for Women from 2005 to 2007, including associate warden. Harman served as a correctional counselor III at San Quentin State Prison from 2004 to 2005 and as a correctional lieutenant at the Deuel Vocational Institution from 2002 to 2004. She was a senior background investigator at CDCR from 1998 to 2002, a correctional lieutenant at the Central California Women’s Facility from 1997 to 1998, a sergeant at Mule Creek State Prison from 1993 to 1997 and a correctional officer at Mule Creek State Prison from 1989 to 1993. This position does not require Senate confirmation and the compensation is $130,668. Harman is a Democrat.

Manuel Jimenez, 54, of Turlock, has been appointed to the Council on Mentally Ill Offenders. Jimenez has been mental health director for Merced County since 2009. He served as the senior mental health services manager for Solano County Mental Health Services from 2007 to 2009 and division manager of adult services for Madera County from 2005 to 2007. Jimenez was chief mental health clinician for San Joaquin County from 2002 to 2005, mental health clinician and ethic services coordinator for El Dorado County from 1995 to 2002 and a mental health specialist for Santa Cruz County from 1992 to 1995. This position does not require Senate confirmation and there is no compensation. Jimenez is a Democrat.

John Katavich, 48, of Bakerfield, has been appointed warden at Wasco State Prison, where he has served as acting warden since 2011. Katavich has served in multiple positions at Wasco State Prison since 1991, including chief deputy warden. He was an associate warden at North Kern State Prison from 2006 to 2009. Katavich was a correctional officer from 1986 to 1991 at the California Men’s Colony. This position does not require Senate confirmation and the compensation is $130,668. Katavich is a Democrat.

William Knipp, 49, of Gold River, has been appointed warden at Mule Creek State Prison, where he has served as acting warden since 2011. Knipp has served in multiple positions at Mule Creek State Prison since 1992, including chief deputy warden, associate warden, facility captain, correctional captain, correctional counselor II specialist, correctional lieutenant, correctional sergeant and parole agent. He was a correctional officer at California State Prison, Solano and California Medical Facility from 1986 to 1992. This position does not require Senate confirmation and the compensation is $130,668. Knipp is a Republican.

Vimal Singh, 46, of Elk Grove, has been appointed warden of the California Medical Facility, where he has served as acting warden since 2011. From 2009 to 2011, Singh was chief deputy warden of the California Medical Facility. He served in multiple positions at the California State Prison, Solano, including correctional administrator and associate warden, correctional business manager, accounting officer and budget analyst, institutional personnel officer and correctional food manager II. Singh was a supervising correctional cook at the California State Prison, Sacramento from 1991 to 1998 and a supervising correctional cook from 1989 to 1991 at Folsom State Prison. This position does not require Senate confirmation and the compensation is $130,668. Singh is a Democrat.
