Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Jacqueline Hostler-Carmesin, 57, of McKinleyville, has been appointed to the California Fish and Game Commission. Hostler has been chief executive officer at Cher Ae Heights Indian Community of the Trinidad Rancheria since 2010 and was director of transportation and land-use planning from 2007 to 2009. She was roads director at the Hoopa Tribal Roads Department from 2003 to 2007. Hostler-Carmesin served in multiple positions at the Redwood Empire Aggregates Inc. from 1990 to 2002, including payroll administrator and contract administrator. She was appointed to the National Ocean Council Governance Coordinating Committee by President Barack Obama in 2011 as one of three tribal representatives for the United States. Hostler-Carmesin has been the primary California representative to the National Tribal Transportation Program since 2005 and vice chair since 2010. She has been a member of the CalTrans Native American Advisory Committee since 2006. This position requires Senate confirmation and the compensation is $100 per diem. Hostler-Carmesin is a Republican.

George Halvorson, 66, of Sausalito, has been appointed to the First 5 California Children and Families Commission. Halvorson has been chairman and chief executive officer of Kaiser Permanente since 2002. He was chief executive officer of Group Health Inc. from 1986 to 1992 and when the company merged with MedCenters Health Plan Inc., he became president and chief executive officer of the newly-formed HealthPartners from 1992 to 2002. Halvorson is a member of the Bay Area Council, where he has held various leadership positions since 2002. This position does not require Senate confirmation and compensation is $100 per diem. Halvorson is registered decline-to-state.

Charles Cullen, 55, of Mountain View, has been appointed to the State 9-1-1 Advisory Board. Cullen has served in multiple positions at the Palo Alto Police Department since 1997, including technical services director. He was a telecommunicator for the Oregon State Police from 1995 to 1997 and an agent at U.S. Airways from 1983 to 1995. Cullen is a member of the California chapter of the National Emergency Number Association. He earned a Master of Science degree in emergency management administration from California State University, Long Beach. This position does not require Senate confirmation and there is no compensation. Cullen is a Democrat.

Sam Spiegel, 60, of Folsom, has been appointed to the State 9-1-1 Advisory Board, where he has been serving since 2005. Spiegel has been owner of Public Safety Partners LLC since 2011. He was chief of police and director of emergency services for the City of Folsom from 2001 to 2010 and served as interim city manager and assistant city manager for Folsom in 2006. Spiegel served in multiple positions for the City of Corona from 1971 to 2001, including police captain. He is a member of the California Police Chiefs Association, chair of the California Law Enforcement Telecommunications System Advisory Committee and past president of the California Peace Officers Association. Spiegel earned a Master of Science degree in management from California State Polytechnic University, Pomona and is a graduate of the POST Command College and the FBI National Academy. This position does not require Senate confirmation and there is no compensation. Spiegel is a Republican.

Nathan Trauernicht, 33, of Sacramento, has been appointed to the State 9-1-1 Advisory Board. Trauernicht has served in multiple positions at the University of California, Davis Fire Department since 2008, including fire chief. He was deputy fire chief for the operations and prevention divisions and interim fire chief at the Oroville Fire Department from 2006 to 2008 and director of fire and emergency programs at Ergometrics and Applied Personnel Research Inc. in 2006. He was a public information officer and public educator at the Marysville Fire District in the State of Washington from 2002 to 2006 and served in multiple positions at Ripley Fire and Rescue in the State of Oklahoma from 1998 to 2002, including fire chief. Trauernicht earned a Master of Public Administration degree from the Keller Graduate School of Management. This position does not require Senate confirmation and there is no compensation. Trauernicht is a Democrat.

Lesli Wilson, 49, of Canyon Lake, has been appointed to the State 9-1-1 Advisory Board, where she has served since 2005. Wilson has been the administrator at the North County Dispatch Joint Powers Authority since 2007. She served as a senior fire communications supervisor and fire communications dispatcher at the Orange County Fire Authority from 1998 to 2007, communications supervisor at the Camp Pendleton Fire Department from 1994 to 1998 and public safety dispatcher at Murrieta Police and Fire Communications from 1992 to 1993. Wilson is a member of the California Fire Chiefs Association Communications Section Southern Division, National Emergency Number Association and Association of Public-Safety Communications Officials. This position does not require Senate confirmation and there is no compensation. Wilson is a Republican.

Greg Beroza, 53, of Palo Alto, has been appointed to the Alfred E. Alquist Seismic Safety Commission. Beroza has been a professor of geophysics at Stanford University since 1990 and has been chair of the geophysics department since 2008. He has been deputy director at the Southern California Earthquake Center since 2007. Beroza is chair of the steering committee at the United States Geological Service Advanced National Seismic System and president-elect of the American Geophysical Union Seismology Section. He earned a doctorate degree in geophysics from the Massachusetts Institute of Technology. This position requires Senate confirmation and the compensation is $100 per diem. Beroza is a Democrat.

Michael Gardner, 65, of Riverside, has been appointed to the Alfred E. Alquist Seismic Safety Commission, where he has served since 2010. Gardner has been serving as councilmember representing Ward 1 of the City of Riverside since 2007. He was director of sales and marketing at USAFact from 2006 to 2007, operations manager at Archive Management Services from 2004 to 2006 and production manager at The ARC of Riverside County from 2003 to 2004. Gardner served on the City of Riverside Community Police Review Commission from 2000 to 2006 and served in various positions at Southern California Edison from 1973 to 1996. This position requires Senate confirmation and the compensation is $100 per diem. Gardner is a Republican.

Fuad Sweiss, 54, of Orinda, has been appointed to the Alfred E. Alquist Seismic Safety Commission. Sweiss has been the city engineer and deputy director of public works for the City and County of San Francisco since 2009. He was president at Access Design and Construction from 2006 to 2008 and served in various positions at the City of Oakland Department of Public Works from 1988 to 2006, including engineering design manager. Sweiss is a member of the American Society of Civil Engineers, the American Public Works Association, the Construction Management Association of America and the United States Green Building Council. This position requires Senate confirmation and the compensation is $100 per diem. Sweiss is a Democrat.

Andrew Kraus III, 52, of Elk Grove, has been appointed deputy director of cost recovery at the California Department of Toxic Substances Control. Kraus has been director of the office of program review and audits at the California Department of Justice since 2008, where he was staff services manager III in the budget office from 2006 to 2008. He was staff services manager III in the contracts and financial analysis bureau at the California Department of Social Services from 2005 to 2006 and staff services manager II in the office of fiscal affairs, management services division at the California Secretary of State’s Office in 2005. Kraus was staff services manager I in the budget bureau at the California Department of Social Services from 2002 to 2005 and staff management auditor in the audits and investigations division at the California Department of Education from 2001 to 2002. He worked at the California Department of Corrections and Rehabilitation as staff services manager I in the office of budget management from 1998 to 2001, associate government program analyst in the health care services division from 1995 to 1998 and associate budget analyst in the budget management branch in 1994. Kraus was associate budget analyst at the California Department of Community Services and Development in 1995 and associate management auditor from 1993 to 1994. He was associate management auditor at the California Department of Education from 1989 to 1993. Kraus has been a certified public accountant since 1991. This position does not require Senate confirmation and the compensation is $103,392. Kraus is a Democrat.

Michele Robinson, 48, of Granite Bay, has been appointed director of the Office of Information Security at the California Technology Agency, where she has served as acting director since 2013. She has served in multiple positions at the Office of Information Security since 2007, including deputy director, deputy chief information security officer and assistant chief information security officer. Robinson was information security officer and privacy officer at the California Unemployment Insurance Appeals Board from 2002 to 2007. She served in multiple positions at the California Department of Consumer Affairs from 1994 to 2002, including operations manager and program manager. Robinson is a member of the International Information Systems Security Certification Consortium, the Information Systems Audit and Control Association and the International Association of Privacy Professionals. This position does not require Senate confirmation and the compensation is $114,312. Robinson is registered decline-to-state.
