Governor Brown Declares State of Emergency in Inyo County to Secure Federal Funds for Highway Repairs

SACRAMENTO Ė Moving to secure the Federal funding necessary to complete repairs to roadways in Inyo County badly damaged and closed due to Julyís severe thunderstorms, Governor Edmund G. Brown Jr. today issued the following emergency proclamation:

GOVERNOR BROWN DECLARES STATE OF EMERGENCY IN INYO COUNTY TO SECURE FEDERAL FUNDS FOR HIGHWAY REPAIRS

WHEREAS from July 22, 2013, through July 28, 2013, severe thunderstorms descended upon Southern California, bringing high winds, excessive precipitation, and flash flooding; and

WHEREAS this severe storm caused conditions of extreme peril to the transportation infrastructure and the safety of the persons and properties within Inyo County: and

WHEREAS the effects of the storm caused severe damage to, and closure of, roadways within Inyo County; and

WHEREAS the storm caused mud and debris flows, and localized flooding, throughout portions of central, south and south east Inyo County; and

WHEREAS the effects of the storm continue to threaten Inyo County; and

WHEREAS the circumstances of the storm damage, by reason of their magnitude, are beyond the control of the services, personnel, equipment and facilities of any single county, city and county, or city and require the combined forces of a mutual aid region or regions to combat; and

WHEREAS under the provisions of section 8558(b) of the California Government Code, I find that conditions of extreme peril to the safety of persons and property exist due to the storm damage in Inyo County.

NOW, THEREFORE, I, EDMUND G. BROWN, JR., Governor of the State of California, in accordance with the authority vested in me by the state Constitution and statutes, including the California Emergency Services Act, and in particular, section 8625 of the California Government Code, HEREBY PROCLAIM A STATE OF EMERGENCY to exist within Inyo County.

IT IS HEREBY ORDERED THAT:

1. Caltrans shall formally request immediate assistance through the Federal Highway Administrationís Emergency Relief Program, Title 23, United States Code Section 125, in order to obtain federal assistance for highway repairs or reconstruction in Inyo County.

2. All agencies of the state government utilize and employ state personnel, equipment and facilities for the performance of any and all activities consistent with the direction of the Governorís Office of Emergency Services (Cal OES) and the State Emergency Plan, and that Cal OES provide local government assistance under the authority of the California Disaster Assistance Act.

I FURTHER DIRECT that as soon as hereafter possible, this proclamation be filed in the Office of the Secretary of State and that widespread publicity and notice be given of this proclamation.
