Governor Brown Announces Appointments

SACRAMENTO Governor Edmund G. Brown Jr. today announced the following appointments.

Joaquin Esquivel, 32, of Washington, D.C., has been appointed assistant secretary for federal water policy at the California Natural Resources Agency. Esquivel has been legislative assistant for water and agricultural policy and director of information and technology in the Office of U.S. Senator Barbara Boxer since 2013, where he has served in several positions since 2007, including research assistant and legislative aide. He was a center youth manager at Gay Associated Youth from 2002 to 2004. Esquivel will be located in the State of California Government Office in Washington, D.C. This position does not require Senate confirmation and the compensation is $100,176. Esquivel is a Democrat.

Daniel Torres, 41, of Alameda, has been appointed chief of the Immigration Branch in the Welfare to Work Division at the California Department of Social Services. Torres has been program director and deputy director of programs and new initiatives at California Rural Legal Assistance Inc. since 2010. He was a staff attorney at the Immigrant Legal Resource Center from 2008 to 2010, at the U.S. Court of Appeals, Ninth Circuit from 2005 to 2008 and at the California Rural Legal Assistance Foundation from 2001 to 2005. Torres was a clinical instructor at the University of California, Davis School of Law Immigration Law Clinic from 2004 to 2005. Torres is an executive fellow at OneJustice and a member of the Legal Aid Association of California Board of Directors and the California Civil Rights Coalition Steering Committee. He earned a Juris Doctor degree from the University of California, Davis School of Law. This position does not require Senate confirmation and the compensation is $97,728. Torres is a Democrat.

Robert Stockton, 61, of Riverside, has been reappointed to the California Board for Professional Engineers, Land Surveyors, and Geologists, where he has served since 2012. Stockton has been principal-in-charge at Rick Engineering Company since 1987, where he has held several positions since 1981, including associate principal, associate and project engineer. He was a design engineer at Sowards and Brown Engineering Company from 1978 to 1981. This position does not require Senate confirmation and the compensation is $100 per diem. Stockton is a Democrat.

Scott Quinn, 44, of Somes Bar, has been appointed to the 10th District Agricultural Association, Siskiyou Golden Fair Board of Directors. Quinn has been director of tribal lands management for the Karuk Tribe since 2007. This positon does not require Senate confirmation and there is no compensation. Quinn is a Democrat.
