EXECUTIVE ORDER S-17-04


WHEREAS, various governmental agencies in California are responsible for administering programs to help detect, investigate, prevent, and prosecute elder and dependent adult abuse; and WHEREAS, these programs are responsible for providing services to elder and dependent adult victims of crime, coordinate efforts to respond to and implement programs for elder abuse and dependent adults and the public at large; and WHEREAS, there is a need to coordinate the existing programs available to detect, investigate, prosecute and prevent elder and dependent adult abuse in this state; and WHEREAS, the Office of Emergency Services, through grant administration, facilitates elder and dependent adult abuse programs. NOW, THEREFORE, I Arnold Schwarzenegger, Governor of the State of California, by virtue of the power and authority vested in me by the Constitution and laws of the State of California, do hereby issue this order to become effective immediately: 1. The Office of Emergency Services shall, in consultation with other law enforcement and governmental agencies, review existing programs that are intended to detect, investigate, prosecute and prevent elder and dependent adult abuse, to include neglect and exploitation, in this state. 2. By December 31, 2006, the Office of Emergency Services shall report to my office with recommendations to make these existing elder and dependent adult abuse programs more efficient and effective for the protection of California's vulnerable adults. 3. In making recommendations, the Office of Emergency Services shall focus on enhancing coordination among the various law enforcement and governmental agencies in the areas of information-sharing, training, and crime prevention, and shall identify any available private or federal funding sources to help carry out these recommendations.
