SACRAMENTO – Governor Gavin Newsom today announced the following appointments:
Gonzalo C. Martinez, 43, of Piedmont, has been appointed deputy judicial appointments secretary in the Office of the Governor. Martinez was a partner in the Appellate and Supreme Court practice group at Squire Patton Boggs in 2019. He served as a deputy solicitor general in the California Attorney General’s Office from 2017 to 2019. Martinez served as a law clerk at the U.S. District Court, Northern District of California in 2010 and at the U.S. District Court, Eastern District of California in 2007. Martinez was an associate at Coblentz Patch Duffy and Bass from 2005 to 2007 and at Morrison & Foerster LLP from 2003 to 2005. He is a member of the Bar Association of San Francisco and the Hispanic National Bar Association, and is a lawyer representative to the Ninth Circuit Judicial Council. Martinez earned a Juris Doctor degree from Harvard Law School and a Master of Arts degree in English from Stanford University. This position does not require Senate confirmation and the compensation is $135,000. Martinez is a Democrat.
Phlunte Riddle, 60, of Pasadena, has been appointed to the Juvenile Parole Board. Riddle has been owner of Phlunte Riddle Leadership Consultants since 2013. She served as an external affairs consultant to State Assemblymember Chris Holden from 2018 to 2019 and as director of his district office from 2017 to 2018, where she was a senior field representative from 2016 to 2017. She was interim executive director of the YWCA Pasadena-Foothill Valley Chapter in 2013. Riddle served in several positions at the Pasadena Police Department from 1984 to 2012, including as a police officer, investigator, sergeant, lieutenant, public information officer and adjutant to the chief of police. She earned a Doctor of Psychology degree in organizational management from Phillips Graduate Institute. This position requires Senate confirmation and the compensation is $159,068. Riddle is a Democrat.
James Charles Ghielmetti, 73, of San Francisco, has been appointed to the California High-Speed Rail Authority Board of Directors. Ghielmetti has been chief executive officer of Signature Homes Inc. since 1983. He is a member of the California Housing Alliance and a former member of the California Transportation Commission. This position does not require Senate confirmation and the compensation is $100 per diem. Ghielmetti is a Democrat.
Ana Cubas, 48, of Los Angeles, has been appointed to the California Law Revision Commission. Cubas has served as an adjunct professor at the Los Angeles Community College District since 2017. She was government affairs manager at Vanir Construction Management from 2016 to 2017. Cubas was chief of staff for Los Angeles City Council District 14 from 2009 to 2012. She is a member of the U.S. Green Building Council and the California Hispanic Chambers of Commerce. Cubas earned a Master of Arts degree in urban and regional planning from Princeton University and a Master of Business Administration degree from the University of Southern California. This position requires Senate confirmation and the compensation is $100 per diem. Cubas is a Democrat.
David A. Carrillo, 49, of Berkeley, has been appointed to the California Law Revision Commission. Carrillo has been executive director and lecturer in residence at the California Constitution Center, University of California, Berkeley School of Law since 2012. He served as a deputy attorney general at the California Attorney General’s Office from 2001 to 2003 and from 2007 to 2012. He was a deputy city attorney in the San Francisco City Attorney’s Office from 2003 to 2007, senior litigation associate at Seyfarth Shaw from 1999 to 2000 and a litigation associate at Nossaman LLP in 1999. Carrillo served as a deputy district attorney in the Contra Costa County District Attorney’s Office from 1995 to 1998. Carrillo earned Juris Doctor, Master of Laws, and Doctor of the Science of Jurisprudence degrees from the University of California, Berkeley School of Law. This position requires Senate confirmation and the compensation is $100 per diem. Carrillo is a Democrat.
Victor King, 54, of La Crescenta, has been reappointed to the California Law Revision Commission, where he has served since 2011. King has served as university legal counsel for California State University, Los Angeles since 2002. He was a partner at Lewis Brisbois Bisgaard and Smith LLP from 2001 to 2002, where he was an associate from 1999 to 2001. King earned a Master of Arts degree in social sciences from the University of Chicago and a Juris Doctor degree from the University of Michigan Law School. This position requires Senate confirmation and the compensation is $100 per diem. King is a Democrat.
Jane McAllister, 57, of Hilmar, has been reappointed to the California Law Revision Commission, where she has served since 2015. McAllister has been a partner at McAllister and McAllister Inc. since 1996. She was an associate at Damrell, Nelson, Schrimp, Pallios, Pacher and Silva from 1988 to 1996. McAllister earned a Juris Doctor degree from Humphreys College School of Law. This position requires Senate confirmation and the compensation is $100 per diem. McAllister is a Democrat.
Richard Rubin, 79, of Mill Valley, has been appointed to the California Law Revision Commission. Rubin has been a contributing columnist for Fox and Hounds since 2015 and for the Marin Independent Journal since 1998. Rubin founded Richard Rubin & Associates in 1984, where he was president until 2019. Rubin was an adjunct professor at the University of San Francisco’s Fromm Institute from 2004 to 2012. He served as a legislative assistant in the Office of U.S. Senator Harrison Williams (D-NJ) from 1966 to 1970 and U.S. Senator John Tunney (D-CA) from 1970 to 1973. He is a former vice president of the California State Bar Board and former chair of the California Commonwealth Club Board of Governors, Berkeley Repertory Theater Board, and the San Francisco Self Help for the Elderly Board. Rubin earned a Juris Doctor degree from George Washington University Law School and a Master of Arts degree in international affairs from Columbia University. This position requires Senate confirmation and the compensation is $100 per diem. Rubin is a Democrat.
Richard Simpson, 68, of Sacramento, has been appointed to the California Law Revision Commission. Simpson served as chief of staff in the Office of State Senator Robert Hertzberg in 2019. He served as a member of the Sacramento County Board of Education from 1990 to 2002. He was deputy chief of staff and education advisor in the Office of the Assembly Speaker from 1999 to 2016, legislative secretary in the Office of Governor Gray Davis from 1998 to 1999 and deputy chief of staff in the Office of Assembly Speaker Antonio Villaraigosa in 1998. Simpson was a legislative advocate for the California Teachers Association from 1996 to 1998, staff director for the Senate Education Committee from 1995 to 1996 and education advisor for the Office of the Assembly Speaker Willie Brown Jr. from 1991 to 1994. He is a member of the Commission on Judicial Performance. Simpson earned a Master of Public Policy degree from the University of California, Berkeley. This position requires Senate confirmation and the compensation is $100 per diem. Simpson is a Democrat.
