Governor Newsom Announces Appointments 3.4.20


SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

Ashutosh Bhagwat, 55, of Moraga, has been reappointed to the California Independent System Operator Board of Governors, where he has served since 2011. Bhagwat has been a professor of law at the University of California, Davis School of Law since 2011. He was an associate at Sidley & Austin from 1992 to 1994. Bhagwat was a law clerk for Justice Anthony Kennedy at the Supreme Court of the United States from 1991 to 1992 and for Judge Richard Posner at the U.S. Court of Appeals, 7th Circuit from 1990 to 1991. He is a member of the American Law Institute. Bhagwat earned a Juris Doctor degree from the University of Chicago Law School. This position requires Senate confirmation and the compensation is $40,000. Bhagwat is a Democrat.

Angelina Galiteva, 53, of Fountain Valley, has been reappointed to the California Independent System Operator Board of Governors, where she has served since 2011. Galiteva has been president of New Energy Options Inc. since 2003. She was executive director of strategic planning for the Los Angeles Department of Water and Power from 1997 to 2003 and a power analyst at the New York Power Authority from 1994 to 1997. Galiteva was a member of the Office of the Trustee for the California Independent System Operator and California Power Exchange from 1996 to 1997. Galiteva is a member of the American Bar Association and Sustain OC. She is founder and board president of Renewables 100 Policy Institute.  She earned a Juris Doctor degree in environmental and international law and a Master of Laws degree in energy law from the Pace University School of Law. This position requires Senate confirmation and the compensation is $40,000. Galiteva is a Democrat.

Alexander Sherriffs, 68, of Fowler, has been reappointed to the San Joaquin Valley Air Pollution Control District, where he has served since 2011. Sherriffs has been a health science clinical professor at the University of California, San Francisco Fresno Campus since 2008 and a staff physician at the Central California Faculty Medical Group since 1984. He was a staff physician at Fowler Community Health Center, Adventist Health from 2003 to 2017. Sherriffs was an expert reviewer for the Medical Board of California from 1996 to 2018. He was an associate clinical professor volunteer at the University of California, San Francisco from 1992 to 2007. Sherriffs was medical director for the Skilled Nursing District at Selma Community Hospital from 1990 to 2004. He was a private practice physician from 1983 to 2003. Sherriffs is president of the Yale University Alumni Association of the Central Valley and a member of the California Air Resources Board, California Medical Association, the Fresno Madera Medical Society, the California Academy of Family Physicians, the American Academy of Family Physicians and the Alumni Schools Committee at Yale University. Sherriffs earned a Doctor of Medicine degree from the University of California, Davis School of Medicine. This position requires Senate confirmation and there is no compensation. Sherriffs is a Democrat.

Joseph Countryman, 76, of Sacramento, has been reappointed to the Central Valley Flood Protection Board, where he has served since 2012. Countryman has been an independent engineering consultant since 2011. He was a civil engineer at MBK Engineers from 1987 to 2010. Countryman was chief of the Civil Design Branch at the U.S. Army Corps of Engineers from 1983 to 1987, where he was an engineer from 1966 to 1983. This position requires Senate confirmation and the compensation is $50,497. Countryman is a Democrat.

Timothy Ramirez, 52, of Albany, has been reappointed to the Central Valley Flood Protection Board, where he has served since 2012. Ramirez has been natural resources and lands management division manager at the San Francisco Public Utilities Commission since 2005. He was senior advisor at the California Bay-Delta Authority from 2003 to 2005.  Ramirez was assistant secretary for water policy and science at the California Resources Agency from 1999 to 2003. He is a member of the American Fisheries Society and the American Geophysical Union. Ramirez earned a Master of Science degree in civil engineering, water resources and environmental engineering and a Master of Arts degree in urban planning, environmental analysis and policy from the University of California, Los Angeles. This position requires Senate confirmation and the compensation is $50,497. Ramirez is a Democrat.

Rima Barkett, 55, of Stockton, has been reappointed to the California Exposition and State Fair Board of Directors, where she has served since 2012. Barkett has been president and founder at A Tavola Together since 2007. She was an international relations officer for the World Summit of Nobel Peace Laureates from 2006 to 2007, owner at Café Luna Spaghetteria from 2002 to 2006 and an Italian language instructor at the University of the Pacific from 1996 to 2002. Barkett is founder of the Architects of Peace Foundation and of Stockton Community Kitchen. This position requires Senate confirmation and there is no compensation. Barkett is registered without party preference.

Rina DiMare, 54, of Clarksburg, has been reappointed to the California Exposition and State Fair Board of Directors, where she has served since 2015. DiMare has been a proprietor at Elevation Ten Winery since 2011. She held several positions at Government Strategies Inc. from 2009 to 2014, including president and senior partner and served as a legislative aide and consultant in the California State Assembly and from 1991 to 1997. DiMare is a member of the Clarksburg Wine Grape Growers and Vintners Association and the California Association of Winegrape Growers. This position requires Senate confirmation and there is no compensation. DiMare is a Democrat.

David Mallel, 48, of Los Angeles, has been reappointed to the California Exposition and State Fair Board of Directors, where he has served since 2012. Mallel has been an account executive at Redwood Mortgage since 2018. He was senior vice president of commercial lending at Patch of Land from 2014 to 2016, vice president of operations at Rodeo Capital from 2010 to 2014 and president at LCC Investments since 1996. He was regional manager at Moore Maintenance and Property Management from 1994 to 1996. This position requires Senate confirmation and there is no compensation. Mallel is a Democrat.

Brian May, 66, of Sacramento, has been appointed to the California Exposition and State Fair Board of Directors. May has been a retired annuitant at the California Department of Food and Agriculture since 2013. He was vice president of operations for Sacramento Republic FC from 2014 to 2019. May held multiple positions at the California Exposition and State Fair from 1989 to 2012, including deputy general manager, assistant general manager and assistant to the general manager. This position requires Senate confirmation and there is no compensation. May is a Democrat.
