Governor Newsom Announces Appointments 3.18.22

SACRAMENTO — Governor Gavin Newsom today announced the following appointments: Jolena Grande, 50, of Westminster, has been reappointed to the California Community Colleges Board of Governors, where she has served since 2018. Grande has been a Licensed Embalmer and Crematory Manager at Service Corporation International, Riverside Care Center since 2009. She has held several positions at the Cypress College, Mortuary Science Program since 1999, including Adjunct Instructor, Professor and Program Director. Grande was a Licensed Embalmer and Funeral Director at Heritage Memorial Services from 2002 to 2009. She was a Licensed Embalmer and Funeral Director at McCormick & Son Inc. from 1997 to 1999. Grande held several positions at Westminster Memorial Park and Mortuary/Peek Family Colonial Funeral Home between 1989 and 1994, including Licensed Embalmer, Funeral Director and Crematory Manager. She earned a Master of Science degree in Forensic Science from National University. This position does not require Senate confirmation and the compensation is $100 per diem. Grande is a Democrat.                                                             Pamela Haynes, 76, of Sacramento, has been reappointed to the California Community Colleges Board of Governors, where she has served since 2016. Haynes served in several positions in the California State Assembly between 2004 and 2012, including Senior Consultant and Deputy Director. She was Assistant Executive Director at the Employment Training Panel from 2002 to 2004. Haynes was Legislative Advocate at the California State Federation of Labor from 2001 to 2002. She was Program Director at Sacramento START, City of Sacramento from 1997 to 2001. Haynes earned a Master of Public Policy and Administration degree in Public Administration from the Harvard University Kennedy School of Government. This position requires Senate confirmation and the compensation is $100 per diem. Haynes is a Democrat. Bill Rawlings, 46, of Diamond Bar, has been reappointed to the California Community Colleges Board of Governors, where he has served since 2018. Rawlings has been a Planning Commissioner on the City of Diamond Bar Planning Commission since 2018. He has been Computer Facilities Coordinator at Mt. San Antonio College since 1999. Rawlings was Computer Operator at Placentia-Yorba Linda Unified School District from 1996 to 1999. He held several positions at North Orange County Community College District between 1993 and 1997 including Microcomputer Specialist and Computer Lab Technician. This position does not require Senate confirmation and the compensation is $100 per diem. Rawlings is a Democrat. Shashikala Deb, 52, of Hillsborough, has been appointed to the University of California, Hastings College of the Law Board of Directors. Deb has been an Instructor at the University of California, Hastings College of the Law since 2014. She was an IP Litigation Associate at Cooley Godward LLP from 1997 to 2000. Deb was a Litigation Associate at Morgan Lewis from 1994 to 1997. Deb is a member of the University of California, Berkeley Foundation Board of Trustees and Tipping Point Community Board of Directors, and a board member of Legal Link and Project Heal. She earned a Juris Doctor degree from the University of California, Hastings College of the Law. This position requires Senate confirmation and there is no compensation. Deb is a Democrat. Andrew W. Houston, 41, of Oakland, has been appointed to the University of California, Hastings College of the Law Board of Directors. Houston has been Principal Campus Counsel at the University of California, Berkeley Office of Legal Affairs since 2022. He served as Senior Counsel of Procurement in the University of California Office of the General Counsel from 2017 to 2021. He was an Attorney for the Office of the General Counsel at the San Francisco Bay Area Rapid Transit District from 2015 to 2017, where he served as Principal Administrative Analyst for the Office of Civil Rights from 2012 to 2015. Houston was Contracts Compliance Officer at the San Francisco Human Rights Commission from 2008 to 2012. Houston is co-chair of the University of California, Hastings Black Alumni Council. He earned a Juris Doctor degree from the University of California, Hastings College of the Law. This position requires Senate confirmation and there is no compensation. Houston is a Democrat.Tiffany Sagbohan, 45, of Bakersfield, has been appointed to the Private Security Services Disciplinary Review Committee (South). Sagbohan has been a Probation Program Specialist at the County of Kern since 2016. She was Program Specialist and Human Service Tech at the Kern County Department of Human Services from 2013 to 2016. Sagbohan was a Substance Abuse Services Coordinating Agency Community Services Coordinator at Center Point Inc. from 2011 to 2013. She was Transitional Counsel for Avenal State Prison at Center Point Inc. from 2009 to 2011. Sagbohan was Supervising Counselor for Wasco State Prison at Center Point Inc. from 2008 to 2009. This position does not require Senate confirmation and the compensation is a $100 per diem. Sagbohan is a Democrat.
