Governor Newsom announces appointments 5.7.25

SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

Joshua Perttula, of Santa Monica, has been appointed to the University of California College of the Law, San Francisco Board of Directors. Perttula has been a Managing Partner of Kirra Consulting and the Founder and Managing Partner of Abington Emerson Investments, LLC since 2009. He was Executive Vice President of ACC Capital Holdings from 2005 to 2008. Perttula was Special Assistant City Attorney for the City of Los Angeles from 2001 to 2004. He was an Associate Attorney at Buchalter Law Firm from 1998 to 2000. Perttula was Deputy Director of Scheduling and Advance at the United States Department of Education from 1994 to 1995. He earned a Juris Doctor degree from the University of California College of the Law, San Francisco and Bachelor of Arts degrees in Economics and Political Science from the University of California, Irvine. This position requires Senate confirmation, and there is no compensation. Perttula is a Democrat. 

C. Don Clay, of San Francisco, has been appointed to the University of California College of the Law, San Francisco, Board of Directors. Clay served as a Judge for the Superior Court of Alameda County from 2003 to 2024 and served as the Presiding Judge in Alameda County from 2012 to 2013. He served as First Assistant United States Attorney for the Northern District of California from 2002 to 2003. Clay was an Attorney at several firms from 1981 to 2002, including the Law Office of C. Don Clay, the Law Office of Clay & White, the Law Offices of Clay Hall & Hove, the Law Offices of DuBois, Hove & Clay, and the Law Offices of DuBois & Hove. He is a member of the San Francisco Police Commission, the California Judges Association, Alameda Bar Association and the Charles Houston Bar Association. Clay earned a Juris Doctor degree from the University of California College of the Law, San Francisco, and a Bachelor of Science degree in Computer Science from the University of California, Berkeley. This position requires Senate confirmation, and there is no compensation. Clay is registered without party preference.

Mary Kennedy, of Sacramento, has been appointed to the Committee on the Revision of the Penal Code. Kennedy was Chief Counsel for the California State Senate Committee on Public Safety from 2017 to 2024, where she was previously Counsel from 1996 to 2017. She earned a Juris Doctor degree from the University of the Pacific McGeorge School of Law and a Bachelor of Arts degree in Mass Communications from Saint Mary’s College, Notre Dame. This position does not require Senate confirmation, and there is no compensation. Kennedy is a Democrat.

Mani Sheik, of San Rafael, has been reappointed to the Commission on Judicial Performance, where he has served since 2023. Sheik has been the Principal at Sheik Law Inc. since 2014. He was an Associate at Miller Law Group from 2012 to 2014. Sheik was an Associate at Curiale Hirschfeld Kraemer LLP from 2010 to 2012. He was an Associate at Coblentz Patch Duffy & Bass LLP from 2008 to 2010. Sheik was an Associate at Reed Smith LLP from 2006 to 2008. Sheik earned a Juris Doctor degree from the University of California, Berkeley School of Law, a Master of Public Health in International Health from Johns Hopkins School of Public Health, and a Bachelor of Science degree in Biological Sciences from the University of California, Irvine. This position does not require Senate confirmation, and there is no compensation. Sheik is registered without party preference. 

Joseph Jackson, of Modesto, has been appointed to the 38th District Agricultural Association, Stanislaus County Fair Board of Directors. Jackson has been the Rental Fleet Manager at Bobcat Central Inc. since 2025. He was Branch Manager I at United Rentals from 2023 to 2025. Jackson earned a Master of Business Administration from the University of California, Berkeley and a Bachelor of Applied Science in Business Administration, Management, and Operations from the University of Phoenix. He is President of the Oakland Black Cowboy Association and a member of the Stanislaus County Parks and Recreation Commission. This position does not require Senate confirmation and there is no compensation. Jackson is a Democrat.

Timothy Oskey, of Angels Camp, has been appointed to the 39th District Agricultural Association, Calaveras County Fair Board of Directors. Oskey has been a Financial Advisor at Edward Jones Investments since 2015. He was the Chief Executive Officer at Teleios Developers from 2008 to 2015. Oskey is a member of the Destination Angels Camp Board, Habitat for Humanity Calaveras County, and Mark Twain Medical Center-Dignity Health Community. This position does not require Senate confirmation, and there is no compensation. Oskey is registered without party preference. 

Stewart Segale, of Douglas Flat, has been appointed to the 39th District Agricultural Association, Calaveras County Fair Board of Directors. Segale has been the General Manager at Sierra Hills Market since 2010. He is a member of the Murphys 4-H Club and Douglas Flat Community Center. This position does not require Senate confirmation, and there is no compensation. Segale is registered without party preference.
